The Ontopia Knowledge Suite (OKS), including the Ontopia Topic Map Engine, was open sourced by Bouvet in April 2009. It was made available by SVN on 16 June 2009. It probably can be considered the pre-eminent open source topic maps engine.

Mappa is a Topic Maps engine that is written in Python. Is it compatible to the Topic Maps Data Model and provides different backends. Some backends are also usable in a Jython environment. The API is Pythonic and enables the developer to create and manipulate topic maps easily. Additionally, Mappa provides the import and export of different Topic Maps syntaxes (i.e. XTM)
TMInspector is a small but powerful tool when working with topic maps, with it you can easily import and export maps as XTM 1.0 & 2.0, get information about the maps, and also merge them together. TMInspector is free-of-charge, open source, and part of the TM++ topic maps engine example suite.
Onotoa is an Eclipse-based ontology editor for Topic Maps. It has a graphical UML-like interface, an export function for the current TMCL-draft and a XTM export. Feel free to download and test it. It’s free!
XTM1toXTM2 is an XSLT 1.0 stylesheet to convert from XTM 1.0 to XTM 2.0.
Isidorus is an Open Source Topic Map engine actively developed using sbcl and elephant. Isidorus supports import and export of XTM 1.0 and 2.0, full versioning, merge semantics, an Atom-based RESTful API and Topic Map querying — with more to come.
JSON Topic Maps (JTM) is a Topic Maps notation that is particular useful in a JavaScript environment (e.g. Browser). It is meant for machine exchange of topic maps, not for authoring. It is based on the TMDM and stands next to XTM 2.0 on the shelf of notations.
sharptm is a core Topic Maps engine written in .NET . To introduce the Topic Maps technology to the .NET world, the goal of this project is a small and extensible Topic Maps engine based on the TMAPI.Net project that implements the TMAPI 2.0 interfaces and unit test. Meronymy Topic Maps Database Server is Inge Henriksen’s semantic database management system based on the Topic Maps ISO standards TMDM, TMRM, TMQL, and XTM. The solution consists of the database server, ODBC drivers, and a client management application.
The Escenic Topic Maps module is an integration of the Ontopia Knowledge Suite into the Escenic web CMS, which allows Escenic content to be classified using the Ontopoly Topic Maps editor inside the Escenic user interface. This allows Topic Maps-driven web portals to be built using content from Escenic, while content authors and editors can write and maintain content in Escenic.

FreeTM is a Free Topic Map Editor, based on GWTM (Topic Maps for GWT) library, that uses tinyTIM library for handling and storing Topic Maps on the server. FreeTM is developed by the Departments of Electronics, TEI Thessalonikis, Greece and it is free to be used for Topic Maps editing.

Tovek Topic Mapper has been developed for the Calibrate project. It is a tool for creating navigation structure for curriculum documents to improve accessibility and sharing of learning resources.
Tovek Topic Mapper is an application that allows users to link arbitrary document parts to concepts from shared vocabularies and so to create new relations between those concepts based on the content of analyzed documents. It also allows users to enhance vocabularies with missing concepts and relations continuously. Working with Tovek Topic Mapper leads to a structure of interconnected concepts that are linked to their occurences within documents. Structure of concepts can be used to achieve the semantic interoperability of the documents, to find all available information about identified concepts and their relations, to provide easy navigation in documents thanks to the index that is build up by the list of all concepts.
Ruby Topic Maps (RTM) is a Topic Maps Engine for the Ruby programming language. It can be used alone or together with other frameworks like Ruby on Rails.
Wandora is a general purpose data extraction, management, and publishing application based on Topic Maps and Java. Wandora has a graphical user interface, layered presentation of knowledge, several data storage options, rich data extraction, import and export capabilities, and an embedded HTTP server that enables dynamic publication of Topic Maps. Wandora is well suited for rapid ontology construction and knowledge mashups.
TMPlusPlus, or TM++, is Inge Henriksen’s Open Source OS Portable Topic Maps engine written in Standard C++. TM++ is designed to work according to the ISO standards for TMDM 1.0 and XTM 1.0/2.0. TM++ is not just for C++ developers, but also have interfaces against ALLEGROCL, CHICKEN, CLISP, CFFI, C#, Guile, Java, Lua, Modula 3, Mzscheme, Ocaml, Octave, Perl, PHP4, PHP5, Pike, Python, R (aka GNU S), Ruby, Lisp S-Expressions, Tcl, Common Lisp / UFFI and XML.
TopiWriter, based on Topic Maps technologies, augments MS Word with comprehensive tools for authoring consistent and complete documentation. TopiWriter offers the functions required throughout the documentation and knowledge engineering life cycle.
Linear Topic Map notation is a simple textual format for writing topic maps. Just like the XML exchange format it represents the constructs in the topic map standard as text, but unlike the XML format it is compact and simple. The notation can be written in any text editor and processed by topic map software that supports it, or converted into the XML format supported by such software.
Topincs is a topic map authoring tool, that allows groups to create topic maps in Firefox and Opera. Even though it is run in an ordinary browser window it feels like an application installed on your computer. New technologies of the World Wide Web make this possible. It consists of a client, for editing maps and a server, for storing them.

QuaaxTM is a small Topic Maps engine, an implementation of the core interfaces of PHPTMAPI. PHPTMAPI is based on the TMAPI specification and provides a standardized API for PHP 5 to access and process data held in a topic map. QuaaxTM uses MySQL with InnoDB as storage engine and therefore benefits from transaction support and referential integrity.
